Just to keep you all abreast of changes to law this season: I have asked By Dave Horlick at the County Referees’ Department to reiterate the changes to you outlined below:
1. Under garments ( eg cycling shorts) MUST be of the same colour as the shorts, failure to wear the identical colour as the shorts will result in the player being asked to leave the field of play and change or remove the offending garment, whilst the game continues. Match officials have been asked to enforce this law rigorously.
2. At penalty kicks to decide a game (eg Cup Ties) once the ball has been kicked it MUST travel forward only to be a goal. So if the ball hits the crossbar, then hits the floor, and then spins backward off the floor OVER the goal line this is NOT A GOAL!. This ONLY applies to penalties that decide a match ( usually Cup ties) not penalties awarded during normal League games.
